It’s possible but it’s partly because of a trickery of numbers.
First, Obama has declared the Iraq war on-budget, unlike his predecessor.
Second, over the last year there were a bunch of one-time stimulus bills that will be going away.
So, if by the end of his term he can scale back Iraq substantially and phase out the stimulus packages, then it’s possible to cut the deficit in half because we’re in the middle of a spike at the moment.
